Cursor 2.1 stops guessing. The agent now indexes your whole repository, builds a dependency graph, and writes a plan you can approve before any file gets edited. First IDE-native tool to make this the default — Copilot Workspace ships the same flow but lives in a separate web app, Claude Code keeps it as opt-in /plan mode, Windsurf’s Cascade buries it behind an agent-mode toggle.
| Editor | Repo planning | How it ships |
|---|---|---|
| Cursor 2.1 | Built-in, on by default | Auto-runs before multi-file edits inside the IDE |
| GitHub Copilot Workspace | Built-in, on by default | Plan-then-edit is the entire UX — but it’s a web app, not your IDE |
| Claude Code | Built-in, opt-in | /plan mode you invoke per task |
| Windsurf Cascade | Built-in, opt-in | Toggle to agent mode, then ask for a plan |
Worth trying if you’ve been burned by multi-file edits that broke imports two folders away. Plan-mode adds about 30 seconds before the first suggestion, which is the right tradeoff when the alternative is reverting a sprawling diff. For one-line tweaks it’s overkill — there’s a toggle.
NOTE
Indexing caps at 2 GB of source per repo. Big monorepos won’t fit, and Cursor’s docs hand-wave around what gets dropped when you exceed it. Oldest files? Least-imported? They haven’t said.
One thing the release notes skip: the plan output lands as a markdown file in .cursor/plans/. You can edit it before approving, which matters more than it sounds — the model is wrong about intent maybe one time in five, and now you can fix that without re-prompting from scratch.
