Windsurf lists "GPT-5.4" with tiered reasoning credit costs

Windsurf's changelog adds a model labeled GPT-5.4 with four reasoning tiers at 1x–3x credit costs. Here's what the listing says and how to use it.

What happened

Windsurf now offers a model labeled “GPT-5.4” inside its AI-native IDE, available to self-serve users at promotional credit rates. The Windsurf changelog lists four reasoning levels, each with a distinct credit multiplier:

Reasoning LevelCredit Cost
No Reasoning1x
Low Reasoning1x
Medium Reasoning2x
High Reasoning3x

The changelog describes these as promotional rates. No end date or post-promotional pricing has been published.

NOTE

The “GPT-5.4” label appears in Windsurf’s changelog. As of this writing, OpenAI has not published independent documentation or an announcement for a model by this exact name. The credit costs and availability described here reflect Windsurf’s own listing, not an OpenAI pricing page. The title of this article uses quotes around the model name to reflect this uncertainty.

Why it matters

The tiered structure gives users per-request control over the cost-versus-capability tradeoff. Running a task at No Reasoning or Low Reasoning costs the same 1x credits, so there is no penalty for choosing the lighter option on straightforward requests. High Reasoning at 3x is positioned for problems that benefit from extended model thinking — but at triple the credit burn.

This matters most for users managing a finite credit budget. Defaulting every request to High Reasoning would drain credits three times faster than necessary for tasks that don’t require deep inference.

Who should care

Developers on Windsurf’s self-serve plans are the direct audience. The changelog announcement specifically targets this tier, not enterprise agreements. If you pay per-credit and use Windsurf as your primary coding environment, the reasoning-level choice directly affects your monthly spend.

Practical takeaway

The changelog doesn’t prescribe which reasoning level to use for which task. Based on the credit structure, here’s a reasonable way to think about the tiers — treat these as suggestions, not official Windsurf guidance:

  • No Reasoning / Low Reasoning (1x): Routine completions, boilerplate generation, simple refactors, inline documentation.
  • Medium Reasoning (2x): Multi-step logic, moderate debugging, code review suggestions.
  • High Reasoning (3x): Complex multi-file debugging, tasks where you’d want extended chain-of-thought from the model.

TIP

No Reasoning and Low Reasoning both cost 1x credits. If you’re unsure whether a task needs reasoning at all, start at Low Reasoning — you pay the same as No Reasoning but get at least some model thinking applied.

WARNING

The changelog labels current credit costs as promotional but does not specify when promotional pricing ends or what standard rates will be. If you want to evaluate “GPT-5.4” at these rates, factor in that they may change without a published schedule.
